The Exclusive Instant Lottery (Lotex) concession will bring benefits to the sport, the social security system and social spending. According to the Secretary of Economic Monitoring of the Ministry of Finance, Mansueto Almeida, Lotex's release will draw the attention of large companies to the profitability of the sector.
Currently, 16.7% of the revenue from the sale of scratch cards goes to sports, penitentiary fund and social security. According to Mansueto, the scratch card accounts for 25% of the world lottery market and Brazil is an attractive market that needs changes to generate a positive impact on the modernization and innovation of the Brazilian lottery market.
The Lotex concession was released in a special edition of the Official Gazette (DOU) published on Friday (1st). It will be a 25-year term, with the bidding process done in the auction mode, to be held in public session through economic proposals in closed envelopes.
According to Mansueto, the auction is expected to take place in 2017 and open the lottery market in Brazil to companies from countries such as the US, Italy and England. The National Economic and Social Development Bank (BNDES) will be responsible for carrying out all the necessary actions to achieve the privatization of the public service.
