Most Brazilians know the proposal that limits the expansion of public spending is favorable to it. This is the diagnosis of the 132nd Research CNT / MDA, released by the National Confederation of Transport (CNT) on Wednesday (19).
The survey , among other things, asked respondents: "The (a) Mr. (a) knows or has heard about the proposal of the federal government that sets a maximum / ceiling limit for public spending?"
For 40.9% of respondents, the answer was "yes." Of this total, 60.4% said they were favorable to the proposal and 32.5% against. A group of 7.1% did not know or would not answer.
The data were collected between 13 and 16 October through 2,002 interviews in 137 municipalities. The survey was conducted in 25 Federative Units and the five regions of the country. The margin of error is 2.2 percentage points with 95% confidence level.
What is the PEC 241
This measure referred to in the question is the Proposed Amendment to the Constitution (PEC) 241. Her goal is to create a limit to the expansion of public spending. Once approved, the government's budget can grow only equivalent to inflation of the previous year.
In practice this mechanism will lead to a real expansion zero spending. It is necessary to improve the conditions of public accounts, which has presented billionaires deficits.
If nothing were done to rebalance public accounts, the constant deficits would lead to the exhaustion of the government, which would have no ability to maintain social programs and even to make the government work.
What are the effects of the PEC 241
With the approval of the PEC, the government wants to prevent uncontrolled debt, which could lead the country to an even more severe crisis than in recent years. The PEC will run for 20 years, but in the original government proposal, in ten years may be revised.
The approval of the PEC depends on two shifts in the House of Representatives and two in the Senate by three fifths of deputies (308 votes) and the Senate (49 votes). Now, the so-called PEC of public spending needs to be second vote in the House and then proceeds to evaluation of senators.
