Document brings the methodological guidelines for the elaboration of the next PPA
The Ministry of Economy, through the Secretariat for the Evaluation of Public Policies, Planning, Energy and Lottery (Secap / ME), made available this Thursday (13/6) the Technical Manual of the Pluriannual Plan of the Federal Government . This is a practical guide, which contains notions, guidelines, techniques, methodological definitions and guidelines for the various federal government bodies for the preparation of the next Multiannual Plan 2020-2023
The document is used as a methodological guideline by the undersecretaries of Budget Planning and Administration (Spoa) or sectorial planning of the ministries for the inclusion in the plan of the respective public policies and priority programs of each portfolio. In addition, the manual also serves as a methodological reference for the State and Municipal Treasuries Departments to prepare their own PPAs.
Multiyear Plan
The PPA is the document approved by the National Congress that establishes the medium-term strategic planning of the Federal Public Administration. With a four-year term, the plan provides the government's guidelines, goals and targets for the coming years. As provided in the Constitution, the Executive Power has until August 31 of the first year of management to send it to the National Congress.
As the country's financial capacity is limited and insufficient to meet all sectoral aspirations simultaneously, it is necessary to make choices. Thus, through planning, the government decides - in response to the demands of society - what public policies will be implemented to address problems and seize opportunities. In this sense, the federal government has an open electronic participation process to send suggestions of the population to the next PPA.
In government management initiated this year, Decree No. 9,679 was issued on January 2 , which assigns the Ministry of Economy, through Secap, responsibility for conducting the PPA 2020-2023 proposal.
