Agreement between federal government and judiciary should reduce actions on social security

INTEGRATED STRATEGY

Among the measures are the creation of the Executive Committee on Dejudicialization and the sharing of databases.

In order to reduce the judicialization of social security issues, the Special Secretariat for Social Security and Labor of the Ministry of Economy, the National Institute of Social Security (INSS), the National Council of Justice (CNJ) and the Federal Council of Justice (CJF) launched on Tuesday (20/8) the National Integrated Strategy for Dejudicialization of Social Security.

The purpose of the strategy is to identify points of conflict and the real causes of social security litigation to support better management and public policy practices. It is also part of the plan to implement measures to prevent legal actions, stimulate consensus resolution and improve the processing of social security actions.

"The purpose of the initiative is not only to reduce the judicialization of benefit granting processes, but also to find social pacification," said Bruno Bianco, deputy special secretary of the Special Secretariat for Social Security and Labor, during the launch. of strategy.

Currently, about 7,000 lawsuits are filed per day against the INSS. Only in 2019, the forecast is that the costs with the judicialization exceeds $ 5 billion. “Certainly, with this strategy we started here, we will lower that cost. Our goal is to reduce spending and improve service to the population, ”said Bianco.

Committee and information

As a consequence of the strategy, the Executive Committee on Dejudicialization was created and the technical cooperation agreement for database sharing was signed. Composed of six members, the committee will be responsible for monitoring and executing the national plan. The body will include representatives of the CNJ, CJF, Attorney General's Office (AGU), Public Defender's Office (DPU) and INSS, as well as the Special Secretariat for Welfare and Labor.

The signed agreement provides for the exchange of databases in corporate systems, managed by the INSS, the Special Secretariat for Social Security and the Ministry of Economy and the CNJ.

The launch took place at a ceremony at the Federal Supreme Court (STF). The Minister of Economy, Paulo Guedes, the President of the INSS, Renato Vieira, the President of the Supreme Court and the CNJ, Minister Dias Toffoli, and the President of the Superior Court of Justice (STJ) and the CJF, Minister João Otávio de Noronha.
